Richard is a life-long resident of Union Vale, and currently resides there with his wife Kathleen and infant daughter Reily. Richards grandparents, Carl Wisseman and Katherine Vail moved the family to Union Vale in the 1920s, where they established and operated the Wisseman Farm.

Richard is a business owner, working in the field of property management and landscape design, and is an active member of the Mid County Rod and Gun Club where he serves on the Habitat Committee and oversees land and wildlife management activities. He is also a member of the New York State Farm Bureau which is dedicated to solving the economic and public policy issues challenging the agricultural and rural community.

Richard's goal is to make the Highway Department responsive to community needs in an efficient and cost effective manner, and to provide the services necessary to maintain the beauty of Union Vale.
